Scientific Board

Paolo Ciccarese, MS PhD
Dr. Ciccarese is co-founder and architecture consultant for Medicognos in matters of knowledge management, workflow technologies and clinical guideline computerization. He gained his PhD in Biomedical Informatics, focusing on workflow based guideline management systems, from the University of Pavia, Italy. He served as a teaching assistant for courses regarding artificial intelligence in medicine and object orientation programming for several years at the University of Pavia. Dr. Ciccarese has over nine years of experience in the design and development of knowledge based health care records and decision support systems as well as five years of development experience in open source projects. He is currently an Instructor at the Harvard Medical School and Assistant in Neurology at the Massachusetts General Hospital, where he is implementing semantic web technologies and knowledge management techniques to advance neuroscience research.

Karl A. Stroetmann, MBA PhD FRSM
Karl A. Stroetmann is Senior Research Fellow with Empirica Communication & Technology Research in Bonn, Germany. Empirica has established itself as a European institute with a broad understanding of the political, business and socio-economic issues surrounding eHealth research, implementation and validation. He received his M.B.A. from the Free University in Berlin, Germany (1968) and was awarded a Ph.D. in Business Administration and Finance by the University of British Columbia in Vancouver, Canada (1974). Karl has led studies for and/or has been a consultant to the EC, OECD, global eHealth industrial players as well as governments in Bulgaria, Germany, Norway, Romania and Switzerland. He served as project manager or principal investigator in European projects on market validation and business development, economic impact assessment, on eHealth conceptual and policy issues, and on eHealth RTD studies. The focus of his eHealth strageties research is on assessing EU Member States in their progress towards implementing national eHealth strategies and analyzing challenges and opportunities, as well as identifying barriers for the faster attainment of the European eHealth vision. In Nov. 2002, together with his wife, he received an award for: “Telemedicine - Human Applications of IT in Medicine" (Integrata Foundation). Karl's biography was included in the International WHO’S WHO of Professionals, and Marquis Who`s Who in the World. – He regularly publishes in peer-reviewed journals and presents at international conferences like the European Union High Level Ministerial eHealth conferences, WoHIT/HiMSS, Royal Society of Medicine TeleMed & eHealth, and various other national and international conferences and workshops.

Philippe Tailleur
Chief Executive Officer
Philippe Tailleur is the CEO of Medicognos SA. With a degree in Civil Engineering, he began working in the bank sector on the first network of electronic office windows. In 1987, he joined two associates and created accounting software for SBE. Philippe eventually left the company, which was bought by a Dutch company one year earlier, to create a new entity. He started to develop a new accounting and management software based on the Microsoft Windows platform. Ten years later, the international group Sage acquired the company, where he continues to serve as CEO. He is also administrator in several companies.

Philippe Vandenbergh, MD
Managing Director
Dr. Vandenbergh holds a MD at the Free University of Brussels and a specialization degree in Family Medicine and in Cardiology. He also earned a master’s degree in Healthcare Data Management. After years of clinical practice, Dr. Vandenbergh served as a business analyst and administrator of a hospital information system in a large University Hospital in Belgium. He worked as General Manager for Medibridge, market leader in health information exchange and provider of a drug database and e-prescribing software in Belgium. Dr. Vandenbergh has been project manager for several Belgian national projects (eg eHealth platforms, Coplintho and eHip) and project coordinator of the European ePrescript project. He is also co-administrator of the Belgian Medical Informatics Association (MIM).

Silviu Braga, MD
Research and Development Director
Dr. Braga is co-founder and research and development director of Medicognos. His main focus was the design of medical knowledge and workflow models, methodologies and tools to empower clinical analysts to create the knowledge bases needed for contextualizing the behavior of medical information systems. He holds an MD from the University of Liège, Belgium (1998) and a specialization degree in family medicine (2001). He is a member of the Healthcare Information and Management Systems Society (HIMSS) where he followed decision support systems modeling formations (2006). He is a member of the board of the European EHR-Impact Project. He is also a member of the Belgian Scientific Society of General Medicine. He is an appreciated speaker in the eHealth and health insurances community, having been invited to lecture on information architectures for IT based disease management, quality and safety management. Dr. Braga continues to be clinically active as Family Physician in a collaborative practice in Manderfeld-Bullingen Belgium.

André Mathonet
André Mathonet hold a degree in tax and accountancy. He is an approved certified public accountant and member, since 1990, of the Institute of the Certified Public Accountants of Belgium (IEC). He worked at Deloitte & Touche (14 years), PricewaterhouseCoopers (5 years) and was associated at BDO Belgium (3 years). He has extensive experience in the field of accountancy, tax and legal services. Andre is also a consultant to several international and small companies where he acquires a great deal of experience in reorganization and change management. He is in charge of the administration and finance in “Medicognos” SA and “Medilogix” SPRL.

Prof. Dr JJ Van Lochem
Chief medical Analyst
From the perspective of more than 40 years of practicing and teaching medicine with a special focus on knowledge management and information technology, Prof. Jean Van Lochem is ensuring the right balance between scientific, functional and usability requirements. He is one of the co-founders of the Dept. of General and Family Medicine of the University of Liege where he taught Pathology, Therapeutics and Emergency Medicine. He is a pioneer in medical informatics beginning in 1962, when he participated in the design and implementation of teleprocessing of biological results for the Intensive Care and Internal Medicine Units of the University Hospital. In years to follow, he continued to play an important role at the University Hospital, contributing to the feasibility studies of electronic medical records, clinical text analysis for terminologies generation and the analysis and design of the information architecture. He is one of the first promoters of information technology for the knowledge management and continuing medical education. In this context, he was responsible for the POST-DOC project in the Euregio Maas-Rhein, - supported by the European Union - where an educational e-learning prototype for general practitioners connecting Belgium, the Netherlands and Germany was realized. He was for many years President of the Chambre francophone d'Agrément de médecine générale of Belgium. He is a member of the SSMG (Belgian Scientific Society of General Medicine) since the beginnings of this society. Since 1969, he practices as a family physician in Büllingen, Belgium.

Focsa Mircea Adrian, MD PhD
Dr. Mircea Focşa is senior medical analyst for Medicognos.With an experience of ten years in medical informatics, he was involved in several European research projects (QRec, EHR-QTN, MaternQual, SIMIMED), his main focus being functionality and quality criteria for electronic medical records. He earned his PhD in Biomedical Informatics in 2007, from the University of Timisoara, Romania, and a Master of Physicians in Public Health and Healthcare Management. He is a member of the European Board of the Eurorec Institute and Vice-president of Prorec Romania. He participated as organizer or invited speaker to numerous conferences and workshops on the EHR topic and has published a book and many papers about the quality of EHR systems.

Marius Marginean, MD PhD MPH
Dr. Marius Marginean is senior medical analyst for Medicognos. He is a specialist in Public Health Management and holds a degree in Family Medicine. He earned his PhD in Medical Informatics at University of Medicine Timisoara, Romania, focusing on the health data collection in primary care networks. Dr. Marginean is President of the Foundation “The National Centre for Studies in Family Medicine” and Vice-President of the Romanian Association for Electronic Registration of Medical Data. He coordinated many projects in the fields of family medicine, related to quality improvement and quality assessment of practices and the development of guidelines. He has experience in evidence-based medicine (trainer and lecturer including for the National School of Health Services Management in Bucharest) and in the methodology of guidelines development and implementation. Dr. Marginean is a member of the Wonca International Classification Committee, contributing to the development of the ICPC-2 classification which is recommended by WHO for recording reasons for encounters and symptoms in primary care. Dr. Marginean is also a member of EquIP (European Association for Quality in General Practice/Family Medicine). He coordinated in 2005-2007 a project aiming at the translation and adaptation of the EPA (European Practice Assessment- Management) tool for the evaluation of services offered by GP practices.
